Wife and I were told we would be starting work and given employee cards . The following day I was told my wife cant start work till her soc. security card arrives. She is here on a k1 fiancée visa , provided all proof required for employment and a signed letter from soc sec dept stating she can legally work pending a ssn.

Yes, they not only can delay her start, by law she cannot work without a valid Social Security Number.

Yes an employer can deny you from starting a job pending the arrival of a social security card in the mail. A job offer can also be withdrawn if an individual cannot provide a social security card. It is perfectly normal not to allow anyone to start a job without a valid social security card.

They can delay the start of work. In fact, they don't have to hire you or her at all.
