If you took the 30 minutes, then you should of reported the 30 minutes. If you really took ten, and they changed it to 30, they have a problem.
You could report them to the Fair Labor board and they would have some explaining to do.
I ask them why it was changed and go from there. If you can prove they are changing it for you and your co-workers, then I'd call the authorities. It would be best to have some kind of documentation, or the willing testimony of a third person (a co worker) before coming down too hard on them.

Employment Rights Act 1996 area 13-14 - unlawful deduction of wages. Depending if there is a policy or not. If you were not authorized to take a short lunch then yes... again, depending on your company's policy

It is illegal for an employer to alter your hours no matter what. If you only took a ten minute lunch break then your employer can't deduct 30 minutes from your time card.
Furthermore, the Fair Labor Standards Act doesn't even allow for the 10 minute "rest period" to even be deducted from your pay.
If this is the first time this has happened I would talk to your supervisor about it and ask him/her to correct your time. Make sure you do this in writing. If this is a recurring problem and you've talked to your supervisor I would suggest talking to you local labor board office and filing a suit against them.
One note of caution, even though it is illegal for a company to modify your time card without your authorization they can discipline you if you failed to follow a company policy. For example, if you were told to take a 30 minute lunch break, but only took 10 they could write you up for insubordination.

legally they cant but i have had that happen with electronic time sheets when they scan your hand some times the system has a glitch

If you work so many hours you are required by law to take a 30 minute break. Even if you dint actually do it, the employer can take it out of your pay. So, be sure to take whats coming to you!

You know why they did that? Because it is illegal for you to take less than a 30 minute lunch, and they can get fined by the wage and hour division of the department of labor if they are caught.
However - if you did not take a 30-minute lunch, you cannot be "docked" for that time - you must be paid for the hours that you worked. So if they reduced your day's pay by 20 minutes, they have done something even more illegal than refusing to allow you your full your meal break.
