My brother is my manager. We both work for the same company and he is The head of my department.

No. Family is considered using a different merit system. It is believed that you will work differently for a family member, and a family member would treat you differently that a stranger would, given the same situation. If it's the only work experience you have, then use it, but it will not be given the same merit as a job you had with a company which is independent from family influence.
